Towards a Cultural Policy

S SHUKLA (March 17, pp 535-36) seems to have missed the central point of Sudhir Chandra's comments on the Simla seminar on cultural policy. The point at issue is not that there are powerful concentrations in the country, or that they are capable of imposing their will on the people. The essential point is whether any of those concen_ trations should enjoy such power in a democracy. Shukla seems to have side_ tracked this issue almost completely'.
