No Commitment to Disinflationary Policies (From a Special Correspondent) THE Budget is an annual ritual. It is an understandable part of this ritual that certain reaffirmations of broad government policy on major social and economic points are made by the Finance Minister at the time of presenting the Budget. But it is unrealistic to use these broad reaffirmations as yardsticks before the actual contents of the Budget are appraised. The Budget for any particular year ought to be adjudged principally in terms of its success or failure in meeting the immediate stresses and strains through which the economy is going, for that is precisely how the annual budgetary exercise dovetails with longer term development planning.
