The desire to tighten administrative regulation of industrial relations stems perhaps from the anxiety felt over the difficult economic situation to tackle which some tough measures are called for. Industrial relations in the country became extremely difficult after both the 1962 conflict with China and after the 1965 war with Pakistan, even though during the period of the fighting and for some time afterwards exemplary restraint had been observed by workers and their unions. A similar response has been witnessed on the part of the workers during the recent war. But now that the war is over and the pending problems and demands begin to assert themselves, industrial unrest is going to express itself, probably more sharply and on a bigger scalethan before.
