The Cabinet met along with its committees, official and unofficial, formal and informal. The Planning Commission spent days in apparently nonstop brain-storming. But all is quiet now. The two houses of Parliament have dispersed after the monsoon session, though not before some more half-hearted wrangles between a disinterested ruling party and a decimated opposition. The celebration of the twenty-fifth anniversary of independence somehow missed being the spectacle that it was planned to be, but the opportunity was used by the high and the mighty to remind the less fortunate that man ought not to live by bread alone. Then there was the interlude of the Pakistani officials' visit which made it possible to savour once again the military triumph of last December. All these and other things besides have helped to restore a sense of equanimity about the economy. The Planning Commission has gone back to working on the Fifth Plan and, even as the Planning Minister prepares to depart for a longish sojourn in the Soviet Union, we are assured that the Approach to the Plan would be ready by the month-end as promised. The Prime Minister has taken time off to visit far-off Kanyakumari to inangurate work on a new railway line and, incidentally, share the platform at a public meeting with Kamaraj.
