In today's world, divided as it is into developed and underdeveloped areas, neither can take place in an underdeveloped country unless the country is shielded from the developed countries. Underdeveloped countries have now to contend with the existence of developed countries whose political, economic, and social forces are always stronger than their own. Free competition, collaboration, and assistance will, in the circumstances, always work to theadvantage of the developed countries and to the detriment of the developing ones.
