Banks-Where the Goodies Are

 The majority of government companies make very heavy interest payments on capital loaned by government. As Table 1 shows, the debt-equity ratio is significantly higher for government companies than for private companies. The conversion of borrowings into equity, as has been done recently for many government companies, would improve the financial picture of these companies, though it will not, of course, make a difference to their contribution to government revenues.
