NEW DELHI Superstructure for Steel STEEL Minister Mohan Kumara- mangalam held two press conferences last week on successive days to announce, first, the take-over of the management of Indian Iron and Steel and, second, the decision to set up a holding company for the steel industry. These decisions would appear to contradict earlier reports that an interdepartmental committee had been set up to prepare an integrated long-term steel development programme and that the government, or rather the present set-up in the Steel Ministry, had reached some definite conclusions about the steel programme for the next few years. Similarly, the report that the Ministry had shifted its weight in favour of expanding the existing steel plants instead of setting up new plants in the south would also appear to he unfounded. What the Ministry or, to be more precise, the Steel Minister is engaged in is a reorganisation of the steel industry. The question of drawing up an integrated long-term steel programme will arise only after the new organisational set-up is in position and is able to function.
