Lobbies to the Fore THERE'S something very unreal about Delhi these days. The Prime Minister, after a prolonged stay in Simla, which covered the Indo-Pak Summit and the underplayed visit of Connally, Nixon's emissary; was expected to begin talks and consultations on the formation of a new ministry to coincide with the return of the President from his visit to Yugoslavia and Afghanistan. Not a move is evident. Maybe, these ministry-mak- ing calculations are intended to tremble on the edge of an auspicious moment. But imagine the wretched state of the present occupiers of ministerial chairs.
