But now, hardly six months later, it takes such a rosy view of the achievement on the self- reliance front that it enthusiastically sketches the prospect of not merely reducing net aid to zero by the end of the Fifth Plan but of "elimination of gross aid as well"! Indeed, if the 'Approach' paper has any worth at all, it is in assuring the reader that the Planning Commission has its heart where the Congress party wants it to be. But is that all that one has a right to expect of the Commission?
