NEW DELHI Admirable Goals, but No Policy Frame THE National Development Council met this week, after a prolonged recess, to consider the first tentative approach to the formulation of the Fifth Plan, This rnight be regarded as an earnest of the leadership's determination to give a push to the development process, which has been beset with uncertainties ever since the end of the Third Plan. But this appears to be about all that can be said for the NDC session. The deliberations of the Council failed altogether to yield any new ideas for the development process in the remaining two years of the Fourth Plan or in the Fifth Plan.
