BY simultaneously introducing the Punjab Land Reforms Bill and the Urban Property (Ceiling) Bill in the state Assembly on May 12, Chief Minister Zail Singh was countering criticism about 'discrimination' between the rural and urban sectors. At the same time, the large landowners have been pacified, as several of the provisions of the Land Reforms Bill have left room for evasion.
