Although the co-operative leadership were, by and large, chary of the trade union movement and had always discouraged its formation, the few management representatives at the seminar seemed to appreciate the need for trade unions in modern economic organisations. The trade union leadership, however, had no illusions: "The trade union is considered by the co-operative leadership a nuisance, not even a necessary evil".
