It is all to the good that, for once, the problem has come to be posed not merely as one of principle, to which everyone readily subscribes, but as one of implementation. The discussion on the question has also brought into focus the emergence of new vested interests in land which have so long managed to remain submerged in the mass of the peasantry and secured special concessions and large economic gains in the name of the poor farmer.
