Snakes and Ladders Again Romesh Thapar EVEN as the tired old dacoits of the notorious Chambal Valley are "surrendering" to non-violence, presumably to make way ("Indian-style"I) for the younger generation, the much feared and much loved Indira Gandhi is finding herself powerless before the united opposition of the entrenched Farm Lobby to a reduction in wheat procurement prices and land ceilings. Indeed, claiming that such matters should be settled at sowing time as against harvest time, the agitation spreads for higher prices and higher ceilings.
