The basic divergence has been and remains: which should come first, a negotiated peace settlement or Israeli withdrawal from occupied Arab territories? The Israelis with their paranoia about military security are predictably concerned about secure and guaranteed frontiers and, perhaps more understandably, the Arab countries are primarily concerned about Israeli vacation of the territory conquered in the June 1967 war.
