The alienation of the Kerala Congress which followed in the subsequent period on account of the ruling parties' reluctance to asmit it into the Achulha Menon Ministry has restored the balance partially in favour of the CPM and has increased its scope for manoeuvrability. Of late, the party, which at the time of the mid-term THE United Nations Development Programme (UNDP) has introduced a new procedure for programming assistance in various countries from January 1, 1972. The main feature of the new programme is that, unlike the present system of filing ad hoc requests, the recipient countries will now be required to draw up a Country Programme within an Indicative Planning Figure (IPF), representing the amount of resources expected to be available from the UNDP during the period covered by the Country Programme.
