Prices of ships, both old and new, have come down in the international market, but Indian shipowners are following a cautious policy in the matter of tonnage acquisition. Their attitude may well change should the government give any indications of reconsidering its policy with regard to development rebate, at least in respect of ships which were ordered much before the announcement of the new policy but are to be delivered after March 1974.
