Rourkela-Why the Secrecy

November 20, 1971 settlement of the Bangla Desh issue while the Government of India has undertaken that in the meanwhile it would do its part to prevent Indo-Pak tensions from erupting into a war. That some such informal understanding has been arrived at is plain enough from the Prime Minister's statements since her return. The accent has shifted from Pakistan's military build-up on the borders and the possibility of that country wanting to internationalise the Bangla Desh issue by starting a war with India to Pakistan's total isolation and the severe pressures on it which would inevitably force it to seek a political settlement.
