pany Affairs assured the meeting that only 3 applications had been rejected under the MRTP Act (two of them presumably from private sector shipping companies for acquiring the cunt- rolling interest in Jayunti Shipping). But surely there can be no virtue in approving practically every application under the MRTP Act; over a period of time this can only suggest that the government is not serious about enforcing the provisions of the Act. In which case, why have the Act at all ? The Minister for Industrial Development similarly went into a lit of breast- beating about how while he was keen to speed up the issue of licences, the various administrative ministries were holding up decisions on applications. Surely, the Cabinet and not the Industrial Advisory Council was the forum for raising issues of inter-departmental co-ordination within the government such as this I The entire discussion at the Advisory Council meeting had an air of unreality about it. This was inevitable for two reasons. First, no one, certainly not the Minister, referred to the factor most responsible for the slack in industry
