Planning Commission and the States (From a Special Correspondent) ACCORDING to a Press report, an appraisal by the Planning Commission is said to have brought out the faet that the Fourth Plan's intersectoral balances have been upset "because of the repeated revisions in the estimates of multi-purpose projects". From this, the conclusion is drawn that apparently the existing arrangements for project evaluation "are not quite: adequate in many States".
