August 21, 1971 hesitations about embarking fully on our nuclear programme must be thrust aside. We can no longer hope to strive for status among the leading powers unless we can claim some nuclear capacity. This is the price we will have to pay for pushing ourselves into the power game. The gathering of our own supplies of plutonium, now possible within the programme of the Atomic Energy Commission, must be co-ordinated with the fuse mechanism research which goes on independently under the Defence Ministry. And we can step up the experiments at Thumba. A drastic executive overhaul is called for in this sector which happens to be the responsibility of the Prime Minister herself.
