Policy must be enunciated with increasing precision so that it may be understood at every level There is a pressing need for an effective, essentially non-partisan (although not aimless) monitoring of evidence and values. In other words we need to evolve more effective means for measuring and judging movement toward the socio-economic goals we set for ourselves.
