However, in the foreseeable future, the role of the state, and therefore of the Government and the civil service, can only be expected to increase manifold. The points of contact between the citizens and the civil service are, therefore, bound to multiply. The administrative responsibilities of the civil service for concrete results and for regulation of the life of the people will also grow quantitatively as well as qualitatively. We cannot, therefore, rest on our oars or let ad hoc decisions and action dominate Public Administration.
