Persons before Policy Romesh Thapar THE outlines of the challenges which the ruling Congress party will have to face very soon are now becoming visible. The crises at State level which have developed in Punjab, Bengal, Ra- jasthan, Mysore and Gujarat are a warning that the most careful political manipulation is shot through with cynicism and inevitably heightens instability. At the same time, opposition political parties are realising that counter-manipulation is futile, that more solid organi- sational-eum-agitational approaches will have to be developed.
