NEW DELHI Very Little Has Changed THE manner of working of the Government is becoming more and more puzzling. The expectation that once political stability was achieved things would Infill to move smoothly, is becoming more. and more difficult to take seriously. The hangover of working methods developed during the period of political instability persists. An important characteristic of these methods is to keep things hanging till in-fighting breaks cut at various levels. In this context, the. position of the Planning Commission is very revealing. Planning Minister C subramanium has started functioning as the Deputy Chairman of the Harming Commission but his ap- pointment to the office has still not been officially notified. A Secretary to the Deputy Chairman has, however, been duly appointed and is 'in position'. Yojana Bhavan has informally announced the appointment of two new Members of the Commission and they are being associated with such work as is going on. One of the new Members has even started attending office. But no formal announcement or notification of their appointment has yet been made by the Government. The file on the appointments is stated to be. in the Prime Minister's Secretariat which appears to have elevated the habit of keeping matters pending to the. level of high policy.
