The private sector experts "assess" the capacity of the public sector oxecu- tives. The public sector boys are amused by this expensive exercise, obviously part of the Rs 66 lakh PR budget of Hindustan Steel. A series of "recom- mendations" are agreed upon. We've all said the same things over and over again for the. past ten years. When will we ever Irani...and move on.
