Only for the Emperor's Robes WHEN earlier this month the cotton textile industry started to talk of block closure of mills to conserve cotton and bring down cotton prices, it must have known that the move would never materialise. The mills had just been through a round of labour trouble and in any case Government would not have allowed the mills to close. It seems more likely, considering the background of the mills operations, that the well-publicised talk of closure was intended to cause uncertainty among growers and to blackmail Government into importing more cotton. In this latter aim, the mills seems to have succeeded. Government has now promised to import 13 lakh bales against the initial intention of importing 8.5 lakh bales.
