What Is Lacking Romesh Thapar IN public posture and verbal demonstration, the new Congress Party is certainly making a big effort to appear new and fresh and vigorous. The AICC session in Patna, despite its many lapses, was an exercise to serve some such end. Over the past few months the party has become increasingly relevant as can be seen from the crowds which are again attracted to its platforms. The party has also sparked a great deal of angry dialogue in the country on various issues. However, the party is still very far from a commitment to a coherent programme which would lift the country from its present despair and confusion.
