October 17. 1970\ Centre-State Financial Relations A Comment G Thimmalah IN their article (February 21, 1970, pp 367-376), D R Khatkhate and V V Bhatt have reviewed some aspects of Centre-State financial relations in the context of planned development and have presented what they "consider to be a major reform" (p 370). But they have failed to throw any new light on the problems they have explained and their proposed reforms are such as will create other equally complicated problems while attempting to solve some of the existing ones.
