Of course, recruitment policy in both the public and the private sectors is crucial; if general national and individual waste is to be avoided, it should be the policy to discourage recruitment of over-qualified persons for jobs for which matriculates are good enough. Without such a change in recruitment policy, it would be difficult to check the present irral tional demand for university' education and impossible to reform the educational system and tackle the current unrest among the student community.
