General it would "be politically risky and constitutionally untenable". If there are local, regional and State pressures to lower the standards of higher education, the way out for educationists is not to surrender before such pressures but to stand up and oppose them. In this direction there is urgent need for an All-India University Teachers' Association. As reported in your journal (To Make a Good Teacher', April 11, p 630) preparations for this are being made and let us hope that it will come into being soon and be strong enough to influence the national policies on higher education. To start with a para on higher education in the election manifestoes of 1972 should be campaigned for.
