means, it is more than likely that the same constitutional proprieties which have functioned so smoothly in bring- ing a Marxist President to power through the polls will hamper the passage and implementation of measures which would directly benefit the poorer peasants and workers of Chile, Al- ready Allende has made compromising statements like: "There won't be a Marxist government in Chile; there will merely be a government backed by the six-party Popular Unity coalition, with a programme that is neither Socialist, Communist nor Radical". These state ments could be just a political tactic to calm down panic reactions. They could also be a precursor to the withdrawal of election promises for the sake of short-term political expediency. The guerillas of MIR or Movement of the Revolutionary Left are likely to be the gainers if Allende is not able to carry out a social revolution through existing political institutions.
