Size versus Sophistication IT has been widely noted that the recent policy statement by Leonid Brezhnev, First Secretary of the Soviet Communist Party, delivered at Alma Alta, capital of the Kazakh Republic, omitted the customary reference to the West German Government as 'revanchist' and 'militaristic'. This is understandable. For, it is evident that the Soviet Union is most anxious to take advantage of the recently-concluded Moscow-Bonn Treaty to get the West German Government and industry to make a major contribution to revitalising important sectors of the Soviet economy.
