many have been charged with offences that are bailable, very few have in fad been released on bail. A large number of those in police custody are poor powerloom workers; their continued detention and consequent loss of earnings have reduced their families to destitution. Further, the fear of being rounded up by the police is keeping many daily-rated power-loom workers from attending the normal third shift at night; they prefer to lose their earnings. As a result, even powerloom factories which came through the riots unscathed have been unable to resume three-shift working.
