There was, it will be recalled, in the not so distant past much excited debate on the pros and cons of a dual market in foreign exchange; the Committee on steel distribution had recommended a similar arrangement for steel products; and the same principles of distribution, it had then seemed to many, could be usefully applied to foodgrains.
