WASHINGTON The New Establishment PRESIDENT Nixon has a house in Florida in the south, and a house in California in the west, and he takes care to shuttle 'between the White House and these two residences as often as he can. When he was questioned on this at his last press conference in Los Angeles, Nixon volunteer- ed that a President never leaves the White House; the White House goes with him wherever he is, and "it must go with him". This, of course, was not said in arrogance. It is not the residence that is relevant but the President. And the presidency is where the President is. That is where the power resides.
