Romesh Thapar WHEN the Minister for Industry opens his innings by announcing Cabinet approval to the small car project, when the Steel Secretary informs us that the gigantic losses of Hindustan Steel are not losses but gains for the nation at large, when a regiment of supposedly faceless bureaucrats in the key economic ministries begins to demand donations from businessmen to the coffers of the ruling party, and when private secretaries and stenographers in the retinue of ministers set up employment agencies for friends and relatives, it is time for Indira Gandhi to stir.
