Chief Minister, Achutha Menon never showed any particular eagerness to face the Assembly. The so-called mini-front Government led by him was sworn in on November 1, 1969, but he did not convene the first session of the Assembly for almost 10 weeks. In the meantime, many people had been killed and many hundreds injured as police suppressed the agitation launched by CP(M) demanding an early Assembly session.
