availability and cheapness of drugs can be ensured all over the country is by a system of public medicine which will bring to the people diagnosis of illness and supply or medicine through public hospitals. The attempt to control prices within the existing system will, even it it works, reduce the cost of illness only for the microscopic proportion or the popuIation which lives in urban areas and has the considerable means required to use the system of private medicine; for the bulk of the population in the rural areas and for the poor majority in the urban areas as well it will make no difference at all. To extend to them the entirely desirable objectives which have led Government to control the prices of thugs, what is needed is a rapid expansion of the public health programme. This is a task which Government is far from seriously attempting yet.
