For, in the final Plan presented to Parliament, the target for installed capacity has been raised from 22 million kW to to 23.1 million kW. This is a significant hike since total installed generating capacity at the end of 1968- 69 was just 14.3 million kW and the addition to the generating capacity in 1969-70 was only 1.2 million kW, compared with an annual addition of 1.37 million kW in the preceding three years. With total installed capacity thus at 15.5 million kW at the end of the first year of the Fourth Plan period, another 7.6 million kW would have to be brought into commission to realise the Plan target of 23 million kW. Of the additional 7.6 million kW installed capacity to be added during the four-year period 1970-71 to 1973-74, according to the Irrigation Ministry 3 million kW are to accrue from imported sets for which orders have already been placed. The balance for 4.6 million kW are to be obtained from indigenous sources. Will HEL and BHEL be able to adhere to promised delivery dates to help realise this target?
