ECONOMIC AND POLITICAL WKKKLY This stranglehold of an enatrenched group at the centre is, in my opinion, the single largest factor contributing to the inefficiency of public sector industries. The bureaucrats in New Delhi by the very nature of their training and the operation of their Secretarial System are totally unequal to the complex problems of industrial management. Never have so few controlled so much and so badly. Something must be done to take away their "zamindaris" from them. This reform is now considerably overdue.
