the Prime Minister obsessed with the arithmetic of Parliamentary majorities, the playing down of ideology may appear to he a desirable thing since it seemingly increases the party's manoeuvrability at the Centre and in the States. But the long-term impact of these tactics must be to fragment the political system further. This trend poses a far graver threat to the system than the paint-and-brush activities of Calcutta's Red Guards.
