BIHAR Government of POLITICS in Bihar has for long been a queer jumble of absurdities. The more irrational an assessment the better its chances of proving right. Just when it had become a near certainty that the ministry-making scramble was going to end in smoke, the situation turned right about. The Governor, Nityanand Kanungo, who had recommended the extension of President's Rule, superseded his report barely 72 hours later with another report accepting the majority claim of Daroga Prasad Rai, leader of the new Congress Legislature Party. Two days later a three-man min istry was inducted.
