December 27, 1969 note, avoiding all personal references to the Prime Minister and devoting a major part of his speeches to outlining the Government's failures. Much of the criticism of policy sounded as though it had emanated from the Jan Sangh. What gave an added false ring to much of the criticism was the fact that some of the most stringent critics had been till the other day part of the Government which they were now attacking.
