ECONOMIC AND POLITICAL WFEKLY A Correspondent writes: THE decision to terminate freight pooling for the cement industry has deeply agitated producers in the South who contend that it was at Government's insistence that they undertook substantial expansion programmes. There is a surplus of cement in the South and a substantial part of the Southern units' market lies outside their economic freight areas. It was thus only the expectation that freight pooling would continue that justified their expansion programmes.
