FCI in Search of Funds

A SERIES of newspaper reports, presumably inspired by the Food Ministry, talk of the likelihood of the rabi crop turning out to be far better than had been earlier expected and of the Centre and the States having already built up, at the end of 1968, a reserve stock of three million tonnes of foodgrains. This is technically the carry-over stock, but the reports suggest that most of it can be taken as the buffer stock since, according to the Ministry's ex- pectations, additional procurement and import will suffice to meet the requirements for public distribution in the coming months before the 1969-70 kharif harvest.
