 ASSAM Search for a Successor CHIEF Minister Chaliha's health is failing and the imminence of his retire- ment has caused his deputies in the Congress to start the race for leadership. The problem, however, is that there is no one in the Cabinet who commands the respect and loyalty of the party, Chaliha's old rival, Dev Kanta Barua, has been temporarily handicapped by a court judgment against him. So he is sitting on the fence. His disability has kept the leadership race at a low ebb, the conflict of personalities being colourless.
