Majority without Leader

February 24, 1968 IT is possible that the parties which make up the Samyukta Vidhayak Dal in UP did not believe that Charan Singh would carry out his threat to resign. Their doubts, it is also possible, had been strengthened by the fact that thrice at least in the past he had turned back from the brink almost at the last moment. But they have been proved wrong. Charan Singh handed in his resignation to the Governor last Saturday with the advice that in the event of the SVD (which, according to him, still had a majority in the Assembly) failing to elect another leader, the Assembly be dissolved and fresh elections ordered.
