THE disturbances attending the Prime Minister's visit i to Jalpaiguri might provide people outside this State with one more proof of the streak of peevishness in Bengali character. At close quarters, however, they appeared perfectly normal reactions of a suffering populace to the lapses of a soulless and inefficient bureaucracy. While the people reeled under the cruel blows of nature and police, the high and mighty could think only of aerial sprays of much repeated phrases.
