Policy on Foreign Collaboration-Need for Change

Financial collaboration has received particular emphasis in Government policy on the ground that inflow of foreign capital finances the import of capital goods without straining the country's foreign exchange resources. The validity of this assumption is doubtful Equity participation by foreign collaborators has played only a minor role in providing foreign exchange for import of capital goods by joint ventures. The predominant part of the foreign exchange required for such imports has come through loans from various official agencies.
